Can I Put a Tiny House on My Property in Oregon? Here's What You Need to Know

Short answer: in many cases, yes. Oregon allows tiny homes — both on foundations and on wheels — in many parts of the state, and ADU laws have made it easier than ever to add a small dwelling to your property. But there are rules — and they matter. 
 
The ADU Framework 
 
Oregon requires cities with populations over 2,500 and counties with populations over 15,000 to allow at least one ADU per single-family dwelling within their urban growth boundaries. If your property qualifies, you can build or place a tiny home as an ADU — whether that's a new build, a converted structure, or (in some cases) a THOW. 
 
What Kind of Tiny Home Can You Place? 
 
Foundation-based tiny home: Must comply with Oregon's Residential Specialty Code (ORSC). Treated like a traditional ADU. Needs permits and inspections just like any other residential structure. 
 
Tiny home on wheels: More complicated. Oregon generally prohibits living full-time in RVs outside of designated parks. But THOWs are treated differently in some jurisdictions — especially Portland, Eugene, and Bend. In Portland, THOWs are considered ADUs and are permitted in all residential zones. 
 
Key Requirements 
 
Your tiny home needs to meet local building codes — insulation, structural integrity, fire safety, and utility connections. If it's a THOW, it may need to be licensed by the Oregon Department of Transportation. You'll likely need a building permit. And the property must already have a primary residence on it (for most ADU designations). 
 
Counties That Have Adopted SB 1013 
 
As of 2025, Clackamas, Deschutes, and Lane counties have formally adopted SB 1013, which provides a more streamlined path for THOWs in certain zones. Each county has slightly different requirements — full utility hookups, paved or graveled pad, and permit requirements under their specific zoning codes.
